Flying a drone in Lithuania as a tourist
Non-EU visitors must register as a UAS operator in the first EU country where they intend to fly. If you already have a valid EU operator ID from another member state, it works in Lithuania. This guide covers registration, exams, where to fly and how to get zone permissions.

1. Operator registration
Register via the Transport Competence Agency (TKA) portal if you have no EU operator ID. Fee is approximately €10. Display your operator number on the aircraft.
Drones under 250 g with a camera still require operator registration in the EU.
2. Pilot certificate
A1/A3 online exam for most hobby flights. A2 for closer-to-people operations with C2-class drones. Prepare with free practice on A2STS before booking TKA.
3. Where you can fly
Check utm.ans.lt before every flight. Old Town Vilnius, airports and military areas are usually restricted. See our Lithuania city guides for local tips.
4. Restricted zone permissions
