Overview

Drone cargo delivery is a commercial operation in which a drone transports goods, medicines or other payloads from point A to point B. At EU level this remains a developing area with limited-scale operational permits.

In 2024–2026, several countries are running pilot projects for medical deliveries (blood, medication), and some member states permit limited commercial deliveries in remote areas. Mass urban delivery is still being developed on U-space infrastructure foundations.

Rules

Cargo transport by drone almost always falls under Specific category — encompassing BVLOS flights, operations over people and regular commercial routes. An individual operational authorisation from CAA must be obtained.

The payload must be securely attached (any drop must not risk injury to people). Payload mass is included in the MTOM calculation — this can change the aircraft class and applicable requirements.

Licence

For an individual cargo delivery business in Latvia you need: a Specific category authorisation from CAA, an operations concept document with a SORA risk assessment, insurance and pilot competency documentation.

U-space infrastructure development (planned for EU-wide rollout by 2027) should simplify commercial cargo drone operations — especially in urban environments. Until then, each operation requires an individual authorisation.
