BVLOS permits
BVLOS is not allowed in standard Open category — Specific or STS required.

What BVLOS means
BVLOS (Beyond Visual Line of Sight) describes flights where the pilot can no longer see the aircraft unaided. The standard Open category requires VLOS (Visual Line of Sight) as a core condition — BVLOS is not permitted there.
VLOS requires the pilot to see and control the aircraft without optical aids. FPV goggles or a digital video feed do not constitute VLOS — they make the flight BVLOS.
Specific category and BVLOS
BVLOS operations in Lithuania require a Specific-category operational authorisation issued by TKA. The application must include a risk assessment using the SORA methodology, an operations concept and safety plans.
TKA evaluates each Specific authorisation individually. Processing can take weeks to months depending on operation complexity and the completeness of submitted documentation.
STS and its relationship to BVLOS
Standard Scenarios STS-01 and STS-02 cover controlled VLOS operations — not BVLOS. Holding an STS operational authorisation number does not exempt you from a separate BVLOS permit.
In some cases STS-01 experience can serve as a foundation for extended BVLOS authorisation applications, but a separate Specific authorisation is almost always required.
The BVLOS application process
A BVLOS application to TKA typically includes: an operations concept document, a SORA risk assessment, aircraft specifications, proof of pilot competency and an insurance certificate. Each element needs detailed supporting documentation.
We recommend engaging a consultant experienced in BVLOS applications — the process is complex, and incomplete submissions significantly delay approval.
Frequently asked questions
- Is an FPV flight BVLOS?
- Yes. FPV goggles or a monitor do not replace direct visual contact with the aircraft. FPV flights under standard conditions are BVLOS and require a Specific authorisation.
- How long does a BVLOS permit take in Lithuania?
- Processing times vary — typically several weeks to several months. Apply to TKA well in advance and submit complete documentation to speed up the review.
