Event filming permits

Event drone filming covers concerts, weddings, sports events and other gatherings. The permit structure depends on venue, crowd size and airspace.

The event organiser is often responsible for obtaining venue permits. The pilot must still hold a personal licence and insurance — an event permit does not grant flying rights.

Crowds and safety requirements

Flying over crowds (assemblies of people) is prohibited in Open category even for A1/A3 or A2 certificate holders. Filming above crowds requires STS-01 or a Specific-category authorisation.

Alternative: film from an angle that avoids the direct flight path over people. This is possible with A2, maintaining the 30 m distance rule.

Insurance for event filming

Event OC insurance must cover third-party harm including event attendees. Standard UAV insurance policies may not cover public events — check the policy terms.

Some events require an additional event liability insurance policy. Coordinate with the event organiser on insurance requirements before accepting the job.

Required licence level

For remote event locations (e.g. rural outdoor weddings) — A1/A3 may be sufficient. For urban events near people — A2 or STS.

If the event is in a CTR zone or near an airport — ATC permission is required regardless of the pilot's category. Check utm.ans.lt before accepting every event booking.

Frequently asked questions

Can I film a wedding with an A1/A3 certificate?
Outdoors, away from guests — yes. If filming over or near guests at distances less than the A1/A3 limits allow — A2 or STS is required.
Can an event organiser obtain a drone flight permit?
An event organiser can apply for a venue permit, but the pilot must still hold a personal licence and their own insurance.
